TRIBAL WELFARE ENGINEERING DEPARTMENT

There is a separate Engineering division with  qualified Engineers under the control of ITDA  for taking up of various infrastructure development  works such as Roads, Buildings , Bridges, Causeways and Drinking water tanks etc,. 
Peoples participation in Engineering Works – Peoples Estimates

  1. Execution of developmental civil works is vitiated by the  vicious tender – contractor raj.
  2.  Pernicious evils like exorbitant inflation of costs, atrociously  shoddy quality, massive pilferage and impenetrable opacity rule  the roost.
  3.  To purge the system of these evils, execution of works through local Village Tribal Development Association is taken up.

( up to Rs 10.00 lakhs worth works. )

  1.  For large works contract system is followed.

V.T.D.As (Village Tribal Development Associations) 
[As per G.O.Ms.No.20)

  1. The VTDAs are constituted with the village community.
  2.  The VTDA will maintain and manage the works like constructions of buildings, minor irrigation of schemes.
  3.  to ensure the participation of the tribal community in all developmental activities, inculcate a sense of ownership of community assets, ensure proper utilisation of natural resources and to have sustainable and equitable development in Tribal sub-plan areas.
  4.  VTDA are established in all tribal habitations having more than 20 house holds and located in TSP areas and which are not major gram panchyats.

PLANNING & MONITORING

  1. No development work should be taken up in the habitation without consulting and involving the VTDA.
  2.  The VTDA shall be vested with powers to monitor and review the functioning of habitation level institutions.
  3.  Maintenance of Community assets etc.
  4. The Sarpanch of the Gram Panchyat shall be the president of the VTDA at the habitation level.
  5.  The members of the VTDA committee (ie., Vice-President, Secretary and other members) are elected by the community during the Gram Sabha in the presence of the Officer nominated by the Project Officer, ITDA only.
  6.  The Secretary shall be elected by Tribal SHGs belonging to the habitation only.
  7.  The tenure of the committee is 2 years.

Salient aspects of the approach

  1. Civil works are executed by the Self Help Groups, VTDA’s.
  2.  Estimates are prepared in people’s language – ie., in a  language which the people can comprehend and not in Engineering jargon.
  3.  Awareness is created about three fundamental aspects.
      1.  Quantity of material used
      2.  Quality of the material used
      3.  Rates of the material used
  4. Grama sabhas are conducted during the various stages of the execution of the work.
  5.  Proceedings of Grama Sabhas are meticulously documented.
  6.  Monitoring of arrival of material, maintenance of musters and    disbursement of wages is done by the SHG’s.
  7.  After the completion of the work, a Grama Sabha is conducted and social audit of the expenditure incurred for the work is  taken up.

Merits of the approach

  1. Massive savings as against the SSR rates.
  2.  Drastic improvement in quality.
  3.  Participatory appraisal and participative decision - making in  the execution of work.
  4.  Stake holder involvement is ensured.
  5.  Demystification of engineering and absolute transparency in  the execution of works is guarantee.
  6.  Right to Information is ensured.
  7.  Social audit of public expenditure is made possible.
